How do you ban an Ip address?

I did ban this member a couple of times already but he keeps re-registering with
different IP and hes become a nuisance to the forum.

How do i get around all those IPs and just ban him entirely?

Any help will be greatly appreciated.

he has obtained ip so it changes at every restart of pc. There is nothing to with that. Try to contact him directly and ask him what he want. Tell him that this forum is for all of you only. Might he think he is doing wrong.

There is no other alternative.

As far as i know you can't ban Dynamic IP address.
