I can't log into my own forumladmin there

i formatted computer and lost password.I go to login and use my email address to have password sent.
this is the response:
"The security 'Disallow admin to send new password' is active in Admin Panel > General Admin > Security"
I would go to admin panel to change this but if i can't log in how can i get to admin panel in the first place.
HELP! ASAP!

how long before i hear from anyone?I need to get into the forum soon.
I may have to try the other person.hate to do that but i haven't heard a word yet
