I want to post in the "forum promotion section" but cant...

I wanted to promote my forum by telling people about it on this site but when I went to it and clicked new topic it said only people with special permission can post here, how do i get this permission and why do i not have it?

That's right, your NOT aloud to make a new topic there; you MUST make a request first

From hence forth you will be able to bump your thread (Once every 24 hours ONLY, without just the forum's stats alone) in the designated place that you elected to chose.

If it gets accepted, a moderator will move your post to your mentioned section and then you can post in that new topic on your updates.
