Membership Activation

Hello, I have my admin panel set so that only Admin (myself) can activate new membership requests. I have a person who has twice registered to my forum without it being activated by me. I am aware of this by receiving email notification then checking the panel to find its already been activated. Viewing Home page I then read "the newest registered user is ********" Why can this happen? Please note there are no other admin/moderators other than myself.

I think the upate replaced all admin activations and user activations with that new one, automatic register.

Thanks for coming back quickly. I seem to have sorted it by blocking new members, site is by invitation only anyway. Tried to register and got "administrators have forbidden new members".
