Moderator rights

Which right do the Moderators have ? Which Icon show the rights of Moderators ? And where are the icons in the forum ?

Moderators can, move, delete, lock, split and merge, and if you give it to them they can ban people, they can also edit posts.
If your viewing a topic they're at the bottom of all the posts.

I am so confuse in the part create Moderator. I don't understand. Is it hard? Can you explain clearly for me ?

But I'm form Vietnam. The word # Users & Groups, # Users I can't find it out. Which number is it?
