Setting up banned group.

What Group Order would banned group be used? I am wanting to make a banned group and it says Group Order, can anyone help?

I would like banned people to view the site area of the forum as that is the rules and how to contact me if they want to get unbanned, so if I put it at the last, will they be able to see the site area?
