Thanks button not showing

i have tried several times to get the Thanks button to show. I am not getting it. It is in my pics.

It will only show when someone starts a topic.

also cant get my new repute sets up when the red green bars and you vote. I have been reading and setting this up for the past twos hours and saving everything
