Founder privileges

Is it possible for an Admin to get the privileges of the founder, even if he isn't? I am not the founder of my forum for the simple reason that I was at school when the founder made it. Otherwise, I'd be the founder. Can he do something to give me those privileges? He does NOTHING on the forum and I need access to all parts of the admin panel.
