You can place this code into your site-description:
<embed src="HTTP://URL OF YOUR NAVBAR.SWF" quality="high" pluginspage="http://www.macromedia.com/go/getflashplayer" type="application/x-shockwave-flash" width="500" height="200"></embed>
Now, you'd have to disable the normal navbar. to do this, set "Display / Headers & Navigation >> Display only images in the link bar" to YES. Now give all navigation buttons the following image-link:
