Is there a way i can send a Message to just the staff members?

goto users and groups>handle users type 1 in the first boxand click generate list click your staff goto bottom erase pretyped message type whatever you want and it'll send and email to the users selected.

that only sends to members who aren't active on the forum

Hello,

you can add members to the PM'ing list by clicking the '+' button next to the username, and add multipul people to the PM list, otherwise there is nothing really you can do.

When you create a new PM, there will be an option that will allow you to send that PM to any specific group prior to the members. So, you are capable of sending that PM to just that usergroup.

correct.

(NOTE)
any members that replies in that group you will receive all replies.
so if you have two members that keep replying back and fourth to each other all of the members will get the replies in the group from that pm.
