why admins create that sections?members want many and dont do nothing see the topic with reputation system 168 yes and 5 no then why dont create it?or if they cant close it and tell it to members

This is likely, because the technicians are still deciding, what is taken and what not. Of course, the administrators say that this will be taken, but it can also be that this isn't taken.
