Is there an option anywhere in our administration panel that offers a message like this when members login?

that message is from vbulletin forum , she wants to know if it's possible to create something like that in phpbb .........

I think it is , cuz whenever you post a message it is saying " the message been posted successfully " and then it redirects you to your topic so if we could modify that then you are good to go. But how to do that ---> No Idea .

To my knowledge there are no templates available for the login screen, at least I haven't found one... so I'd carefully say that this is indeed not possible, sorry.
