Unable to "Sticky"

Unable to "Sticky"
I've recently started a new forum for my guild but we've been having a situation in regards to making a post a "sticky." I've read the FAQ and other topics regarding this issue, but no matter what I change in the "Forum Preferences" or "Forum Permissions Control," no one, not even the admins of the forums can make a sticky topic. This is what I've done so far in detail:
1. Logged in as Admin
2. Gone to Admin Control Panel at the bottom of the forums
3. "General" tab - "Forum" menu - "Categories and forums" link - "Forum Permissions Control" tab
4. Changed permissions for selected "groups" and "users" to where only "guests" cannot post stickies or announcements.
5. Saved
Now I can log into Admin or my personal username and still cannot post stickies or announcements.

And the "Options" menu at the bottom is not clickable, nor are the rest.

Hello,
When editing the thread starting post, can you see a "options" bar?
If you do, on the far right hand side there should be a '+' image, press it and you should have the option to sticky pop up.
However, if the bar doesn't change, and nothing new pops up (such as the option to mark as 'solved' or 'sticky') then you will ahve to chaqnge skins, as you have picked a faulty skin, which has not yet been removed.
