I tried permissions of the topic. It wont work.

A topic(thread), or a whole forum? I don't think you can really hide individual topics. Also, the forum permissions don't work that way. If you set it so guests can see the forum, then everybody above them can as well. May I ask why you want to do this? Your members would still see it before they log in and after they log out.
