Can I create a custom template? If so, can I create my own category for the templates I created? ("General", "Portal", "Gallery", "Calendar", etc.

I believe you can not create a new one, but you can modify the ones already in the administration panel.

Hello,

If you have phpbb2 and punbb you can edit the templates that are provided to you in the display tab.

Yes, but think about that the number of posts, topics, and last post doesn't be avaible, because the variables. So, you can do this, but not soo good will be the result. Sad
