Ok, thanks for voting. I'll explain it:
If we'll activate HTML codes in posts, these can be used by anyone - any user can use it. But the problem is, they can add codes for spam, redirecting to another forums, even and destructing the forum (not hacking!). But staff members can use it usefully.
