Solved Create shortcuts widget

How to make a shortcuts widget like the one in this forum?



Actually i searched a similar question in this forum and found this http://help.forumotion.com/t100181-shortcuts-keys?highlight=shortcuts+key

but i don' t have the permissions to access the link inside this forum.
