What program must download for to create skins?

i think there is no program you will need to create a skin you can choose a skin at hitskin

No, I want create my skin.

Notepad++ is used for creating a HTML, CSS, Javascript or PHP page (and more), but for creating a sking you'll need for first CSS knowledge. You can start learning CSS from w3schools.com

First intall a Hitskin skin, and than wiew/modify it's CSS and change it with the help of any developer tool your browser gives you:

You have many of them online and mostly all broswers have them. It will tell you where to change in CSS anything you want to change.

Than if you find a property in CSS you don't understand what it stands for and does, use google.

It's easy, just a bit practise will do the trick.

After a bit of practise you'll figure out the easiest ways to adjust the templates and all the rest.

PhotoShop to create the images, and you also have to code it that's all.

You don't need to use Notepad++, because you can simply code directly on CSS Stylesheet.
