CSS keeps deleting

my css will delete the bottom properties every time I save and its messing up my site big time please look into this and get it fixed.

And now it has ruined my social buttons. it will no longer scroll down the page.

This problem is even not solved. I don't know when this problem will be fixed, because many forms have this problem. I can only suggest you, that before click Save, select all Stylesheet and do a copy.
