How do I change my forum to non-military time?

In progress How do I change my forum to non-military time?

I have tried everything in the admin panel to try and set the time to regular time (12:00AM-12:00PM-12:00AM) and it's still stuck on military time (0:00-24:00). How can I fix this, it's driving us all insane. Thanks!

Yes, it is changed correctly, but is still showing up as military time in the forum.
