In progress My new Administators he cant get in on the panel

Well...is the first time in 2 years that happens this in my forum..i have 4 admins and now when i make one other member admin,and he told me he cant use the panel because when he press the administrator's panel link he throw him away...why?
He use all of the browsers but when i was logged in to his account it was ok...so the problem is?

Make a new group again called ADMINISTRATORS. Add him/them to it and change the permissions.
