When you press the Quote button, a new page with the text editor should load.

Which version(s) of Internet Explorer has the problem?

And...if you go to the bottom of the quoted post, then press the Enter key a couple times, does the scrollbar re-appear? That will tell me whether we're dealing with a script conflict and/or a bug in the forumotion system script...

If the scrollbar didn't re-appear, it's most likely a script conflict and/or error.

Press F12 to bring up the Developer's Tools, click the Script button, then click the Start Debugging button. Now refresh your screen.

If any errors appear in the error box in the Developer Tools, please report them here. Also provide screen shots of the code box on the left where the Tools found the errors.

If you don't get an error (highly unlikely), please let me know that as well.

You're not getting any script errors. That means the TEXTAREA tag is being set up incorrectly in the server PHP script -- IE requires different attributes for that tag than all other browsers.

The best solution would be to fix the server script. Since we all know that isn't going to happen, some IE-specific javascript will be needed.
