how do I give reputation once in 24 hours to 1 person. after 24 hours duration and can transmit the reputation of another.

I mean, for example I want to give reputation to a certain person, and before twenty-four hours can not be sent again to someone else besides that. Only one specific person who may give reputation after twenty-four hours.
