Hi!

Nope. If you give some member moderator acces he can use more tools, read here:
http://help.forumotion.com/t10773-guide-to-mod-tools

In additional:
http://help.forumotion.com/t16012-designate-moderators

But you can open a suggestion, on theme: separate moderator tools

Hi, all moderators will have access to the same powers. You cannot restrict any of their powers I'm afraid. The only thing you can do is decide which forums certain moderators can moderate. However, if they have moderation permissions in any forum then they can ban and edit warnings.

Also, members must be in the original admin group in order to access the admin panel. That is the one with the crown next to it in the groups management. Smile
