I followed this intruction

but when I paste my CSS into the admin panel, most of the code is in the first line and the system says

The CSS code you inserted is too long. Please make it shorter.

so what should I do?

You likely have a theme off of hit skin that has a stupid mount of unneeded CSS, I think the themers think it is necessary to copy the forums whole CSS into the CSS area. Needless to say, it's not.
