Well I vote not important, the founder has access to all features in the administrator control panel while regular administrators don't have access to all features, I think that should be enough restrictions. You should also think about if the founder leaves, regular administrators won't have access to all of the administration panel.

This is actually a feature within the permissions of a real phpbb forum.
I believe it is removed from FM due to it being a free host and the fact it must protect its forums members email addresses.
If you were to assign another Admin, you'd be giving someone access to everyone's emails. And your users may not have wanted to share there email with an unknown person.

I voted yes because I run a Yu-Gi-Oh! Duel Academy and I need a group called testers to be able to change the groups, but not have access to hidden groups or the admin panel. (My true admin group is hidden and there is a second for public display, so no need to worry about people suddenly becoming admins)

I haven't voted yet as I am still making up my mind. I like the idea in theory. However if you're going to allow an admin control over your forums you'd most likely trust them not to muck around with things they don't know.
