There could be many problems to this issue, it has to do with your theme and possibly the website coding.

Firstly, go to:

Display >> Pics Management >> Advanced Mode >> Buttons >>

Make sure that there is a locked button.

Also, you can still lock topics through the moderator panel for the sub-forum.

It might have to do with your forum theme.

Can you supply me with your forum URL and the URL to your hitskin theme you used?

have you checked where Zerotheheroe said

Display >> Pics Management >> Advanced Mode >> Buttons >>

If there is no image then you can upload a image right there and add the link.
If you need the proper image that goes with your theme then give us the link to the skin, i can then import it to one of my test forums and give you the proper image you need.

Other then that it could be in your css like Zerotheheroe has mentioned as well

Hello,

Do you mean the 'topic locked' icon for moderation or the 'topic locked' icon for topics/threads?

For topics, go to:
Admin Panel > Display > Pics Management > Advanced Mode > Icons for topics > 'Subject - Locked' (Upload an image you like to add for the 'topic locked')

For moderation:
Admin Panel > Display > Pics Management > Advanced Mode > Icons for topics > 'Lock this topic' (Upload an image you like to add for the 'topic locked' function)
