Making a forum LOCKED?
I want a forum for RULES but how do I make it so know one can post in it? Do I have to make it LOCKED or does that mean know one can see it?

Admin panel -> General -> Categories and Forums -> Make/edit a forum (to edit click -> Forum status (Unlocked/Locked)

For the forum status, the 'locked' means that a normal member won't be able to start a new topic or post
