how to change this text?

Is it possible to change the text that displays in the little white box? If not, Is it possible to prevent it from showing all together?

The navigation bar can be change of Administration Panel - Display - Pictures and Color - Pics management - Advanced Mode - and go to section with name "Index " , "Calendar" etc... .

Thanks,But i'm not trying to change the navigation bar, When you hover your cursor over a button in your navigation bar a little white box appears with text in it.That's the text I'm trying to change.(as seen in the pic above)
