Solved IP Banning

I was wondering if there is currently a way I can fully IP Ban someone from accessing the forums completely , or ever making an account again? I would like to know this for the future if I have phishers etc because it has been going around a lot and has attacked a lot of my friends forums. Is there a way by IP Banning someone off the forums through my Administrator Panel?

They can always use a proxy & register. So generally, no use of IP banning.
