Go to Administration Panel => General => Forum promotion => Search engines => Referencing : metatags => Homepage title. Wink

If it is an HTML page, simply add "<title> You're page name </title> at the beginning of the document.

It should change the title immediately! There should also be another way to add a favicon with HTML.
