Disable avatar for spesific member

i want to disable avatar for spesific member
so they can use avatar when their post is high enough

You can do that here:
Admin Panel > Users & Groups > Search for the user(Search users) > Scroll to the bottom and find the option that says 'Can display avatar' : Set it to 'No' > Save

Yes please , I want to restrict avatars for a specific reason and don't want to give access to the user to change it. Can you install a mod called "Group Avatar Access" please?

although I'd like Admin access to add the avatar to the group. Particularly for guilds.

Sorry there no option to do it for everyone at once. You will have to do it manually for each member. When you set the option in the member's profile in the administration panel, the member will not be able to change it.
