Can I ban a PROXY?
I am being attacked by someone using a proxy on my forum. Is there any code or way for me to ban them permanently...

Change the activation of the registration
ACP >> Users & Groups >> User's options >> New accounts activation : Adminstration, *That way you activate it. Stops him from creating accounts.

1 - No, you cannot ban a proxy, that's impossible to do, even on your own hosted forums, sorry.
2 - Chivas has posted the best prevention method
3 - There's already in-built technology to prevent well known proxies from logging in.
