when you hover over the members it turns a bit more darker when you don't hover over them.

I do not see a different color when I hover over a member's username, but I do see when I hover over a link it changes color. Is this what you mean?

Administration Panel > Display > Colors & Pictures > Colors
Colors and Text Size Section
Hover Link Color:

I think you mean this.

Code:
a:hover{
   opacity:0.65;
   -moz-opacity: 0.65;
   filter: alpha(opacity=65);
   }

Try to add the code in your CSS (Admin panel -> Display -> Pictures and colors -> Colors -> CSS Stylesheet).
