How to create a translucent effect & stop background from repeating

First of all i would like to in my defense say that i tried alot to find the solution but they all talk about changing the css and i dont really know how to do that either

im already using my description part to change the mouse

could someone please tell me an easy way to do that. also could someone tell me how to stop the background from repeating itself.

Than, when you say translucent do you mean transparent?

And on what do you want the transparent effect, on your forum background?
