Signature, post box and character sheet problems

Hello! I have some problems with my forum. I guess it' s because i' m kinda useless.
So, why the members can' t show their signatures? How can i put post box to make it easy for the members to post? And last but not least, how can i make it to show the character sheets on every post of the members?
My english are not god enough, soim sorry if something was difficult to understand.

For the second problem go to Adminpanel then general then messages and e-mails and then click on configuration find quick reply and tick yes.

At the first visit,I mean after registering, its dont take the signature.It shows that new members can not send email or external message before 7 days.
why this is.....The admin already decline the rules but do not working....

Whats the problem?

Always Attach My Signature: Yes

Yes I have changed already.But it says that you can not do it before 7 days.

But the admin of that forum is already change the rules that everybody will post with signature.At last it does not work .What should we do?

Ask the administrator if he/she did this:
Administration Panel > General > Forum > Security
Unauthorize members with less than a week registration to post external links and emails: No
Press the save button.
