If you are meaning this for a forum, "transparent" is the default value. It can also be used on border-color. Even though you can't currently use it for foreground color (like text) its part of CSS3: http://www.w3.org/TR/css3-color/#transparent (there are ways to do it in today's MSIE browsers with Filters, though, but lack of anti-aliasing makes it look ugly in smaller font sizes).
There is also the "opacity" property: http://www.w3.org/TR/css3-color/#transparency and http://www.quirksmode.org/css/opacity.html for the MSIE workaround.

There is no color code for transparent. To make it transparent, declare one color on the image format you are prepared to use, to make the entire image transparent. For instance in GIF choose #FF0000 as transparent.
