PM Groups Empty PM Groups

I know that certain people can send mass pm's but how come they can only see certain groups how can you make it so they can mass pm all groups

I don't think they will be able to send it to all groups.

Administration Panel > Users & Groups > Groups > Group Administration
Check to see if you check the box for members to send private messages to each group. Check each group.

When your topic has been solved, ensure you mark the topic solved.
Never post your email in public.
