I took a break from forumotion for a while and I don't remember if there is a way for there to be multiple accounts on the same e-mail. If there is I can't find it. I would appreciate it if someone would refresh my memory.

If you mean creating more than one forum with the same email address, then the answer is no.

What I mean is more than one user account. Some siblings are limited on e-mails.

You can create more than one account on a forum with the same email address.

In the case I mentioned above, the sister gets an error message. Is there an on and off thing I missed that allows you to do that?

E-mail address. 3 siblings are wanting to join but one can't have an e-mail and we are trying to work it out.

Have the person make up an email address, then you change it in the administration panel.

It should. You will have to activate the account.
Administration Panel > Users & Groups > Users > Inactive Users
