could someone help,

there is a small banner next to the forum menu, how do i centre it below the menu

Is that banner part of the navigation menu?

Display>headers and navigation
Check if that banner is added there, delete it from there.

If I want to add a banner to below the main banner where would I put it. I want that below the main banner or below the nav

To have it below the navigation menu, you will need to add it in an announcement.

Administration Panel > General > Messages & Emails > Announcemnets
