Probelms locking post

Im mod on this one site for somone i have a problem locking post you know how you might want to lock a post on the botto if you mod it will say lock i dont see that

Can you see the rest of the Moderating Control Panel, such as the split button, Merge Button, Etc? Please provide me a screenshot of what you see, because maybe, (s)he's missing the Lock Button.
