The title says it all. I simply wish to know how to add a specific picture to my login pop-up window.

I'm a bit confused though. You mean I should create a new HTML page and add that code or simply add it to the login pop-up message? Considering it does not accept any HTML codes.

Use BBcode, for some reason HTML doesn't work in the login popup. I have tried HTML before many times and it never works for the login popup. Not for me anyway, and I've tried HTML on phpbb3 and Invision on the login popup. But BBcode always works.
You simply add your image URL in this code where it says to, then paste the entire code into the login popup box. You can add more than one image, just repeat the code with a different image url:
Go to AP>>General>>Configuration>>
On that page paste the code in the login popup box:

Thank you, but how could two pictures work on it
Also, do I have to have the same size of the image as the login pop-up?

No it doesn't have to be the same size, but the pic should be small enough to fix the size of popup you have. Just experiment with it.
Yes you can have as many pics as you want as long as they all fit.
Another idea for you (what you are probably looking for) is just to have a background for it and forget about adding separate images and just have 1 cool background image. Then write your message in the popup box and it will appear over the background. You won't have to concern yourself too much on the size of the background image as it will fill the popup box. Although you want it close to the actual size of the popup so it loads quick.
Here is a code to add a background to the login popup box. Add this code to your CSS stylesheet:
