Banner Resize Problem

hey, i have a problem with my banner and i don't know what's the problem exactly. it doesn't resize when i use window and when i click fullscreen. i usually use window though but on my other forum it does resize. it gets bigger on fullscreen and smaller on window. and here it stays the same :/
