Should FM allow .htaccess files to be created?

Would be great if the AP had an option to add a .htaccess file so that proxys, countries, sites .... etc could be blocked.
Being able to block HTTP protocols used by proxy servers would help a great deal in reducing the amount of proxy non-sense. For example ... http://perishablepress.com/how-to-block-proxy-servers-via-htaccess/
