Solved Problem with "This can only see an Admin"

when someone post picture or i post picture other people cant see it
only admins can see it
i searched every single button on administrator panel on advanced mode and ididnt find button or option to change that
can you help me?

Is it in the categories and forums? If so, do this.

ACP < General < Categories and Forum < Permissions < Can see images and links < Members < Do it to all of them < save
