I honestly believe the OP is talking about the scrolling Announcements, since I do not see any up or down buttons nor next. If you want to do this go to
ACP>GENERAL>Messages and e-mails>ANNOUNCEMENTS
activate it
click one (homepage,portal,all pages)
Scrolling(click one)
Go left Go right Go up Go down Deactivate (the one you see is GO UP)
scrolling Speed (set interval)
Stop time (go small 4 or 5)
Announcements block height (in pixels) : 25 should suffice

Are you talking about the forum that you posted the link for in your first post? If it is then that is an announcement that is set to scrolll.

Wait, which is which are you planning on using anyway? From what I understood, the scroll bar stuff?? Because I only read up and down on ze first post
