How did they put an announcement under and below the chat?

How do you split a announcement in half?

You can't split, what they did was basically just play the image inside the Homepage Message, just like Sanket suggested.

Here, try the following:
1. Open your Administrating Panel.
2. Go to Display (tab)
3. Then, click on the "Generalities" under Homepage.
4. Then, just place the code or what so ever. Save.

Correct, that's an announcement at the top of the chat-box and below the chat-box is the Homepage announcement. Which you can do the following that I have mentioned above.
