You can not. But, to give access to the panel moderator, you need to hide the group that gives access to the control panel by adding it in the group of founders. Then create a new group administration containing you and your co-managers.

That is:
PA>Users and Groups> Administrative groups> Groups>
Group founder: You and moderator (group that gives access to the control panel) Add the group as hidden.
Create another group named Administrators and only you will have access to it.
