What are you specifically asking for? A certain area so only admins can see? or what do you want maybe a screenshot could help clarify this.

No, actually I meant post like Stickies, Announcements and Global Announcements. Like these types of posts, I need a type of post called ''Important'' to be visible in all of the categories and only Admins can post these type of post!

That is what the global announcements are for.
You can change the name here:
Administration Panel > General > Forum > Configuration
