I would like to know how they managed to do that (circled part). They also did the same with the box called Soceity of light.

I suspect that it's a forum but then why is the bottom one beneath the icon legend? Confused

Create a widget about it and by using class, you can manipulate it in CSS.

That's very general. What do I need to put in the CSS?

You would need to edit the templates for this on a phpbb2 forum.
Display>Templates
General
Click on modify corresponding to index_body
Then find this bit of code.
Code:
<table border="0" cellspacing="3" cellpadding="0" align="center">
   <tr>
      <td align="center" width="20"><img src="{FORUM_NEW_IMG}" alt="{L_NEW_POSTS}" /></
Just before this code. Add the code below. Please modify it accordingly.
Code:
<table cellspacing="1" cellpadding="0" border="0" style="margin-right:180px; margin-bottom:5px;" class="forumline"><tbody><tr><th width="100%" nowrap="nowrap" class="secondarytitle" colspan="2"><h2>Tag Arena Duels on YGOPro Dueling System</h2></th></tr><tr><td height="50" width="70%" valign="middle" align="center" class="row2 over"><a href="http://www.duelacademy.net/t21046-rules-for-tag-arena"><img src="http://i.imgur.com/UYAUg.png"></a></td><td height="50" width="30%" valign="middle" align="center" class="row2 over"><span class="gensmall">Ever wanted to try out real Tag Dueling without the need use third party software to get it done?Tag Duels were never so exciting and easy as now with YGOPro dueling system.You should totally check it out!</span></td></tr></tbody></table>

So basically it just inserts a table into the forum?

Yeah, it's not a widget since the way they used the widget table code was through CSS designing; however, I could be wrong since they could just use CSS in manipulating it. Also, instead of using style, change it to class and the span in the CSS so the codes used could be lessened in the templates and easier to read.
